British Columbia has published its annual Provincial Nominee Program (BC PNP) statistical report and year in review for 2024, offering valuable insights into the program’s performance, evolving priorities, and the impact of its immigration pathways throughout the province.
Nomination Numbers: Meeting Full Allocation
In 2024, British Columbia issued the full allocation of 8,000 nominations for permanent residence through the BC PNP. Nearly all of these (7,972 nominations, or 99%) were through the Skills Immigration (SI) stream, which targets workers with the skills and experience most needed in the province. The remaining 28 nominations were issued under the Entrepreneur Immigration stream, designed for individuals creating new businesses and jobs in B.C.
Skills Immigration: Stream Breakdown
The BC PNP’s Skills Immigration stream remained the backbone of the program in 2024. Here’s how nominations were distributed across different SI pathways:

Importantly, 81% of all SI nominees were in streams that required a current job or job offer, directly addressing gaps in B.C.’s labour market.
Shifting Occupations and Priorities
The occupational profile of SI nominees evolved in 2024, reflecting changes in provincial priorities. The largest share of nominees (23.5%) were in education, law, and social/community services, led by the growing demand for early childhood educators. Natural and applied sciences accounted for 16.3% of nominations, followed by health (12.1%), and sales and services (12%).

Source Countries and Regional Impact
The top five source countries for SI nominees in 2024 were India, China, the Philippines, Iran, and Nigeria. Notably, the BC PNP continued its effort to encourage settlement throughout the province: 42% of all nominees were based outside Metro Vancouver, supporting regional economies and population growth.
Program Changes in 2024
Several important changes marked 2024 for the BC PNP:
International Graduate and International Post-Graduate streams announced for closure. The province planned to introduce three new student streams (Bachelor’s, Master’s, Doctorate), but later put their opening on hold due to a reduced allocation for 2025.
Entrepreneur Immigration Regional Stream becomes permanent. In May 2024, BC transitioned its successful regional entrepreneurship pilot to a full-fledged, ongoing stream, further supporting business growth in smaller communities.
