Canada Holds First Express Entry Draw Under New Immigration Minister

Immigration, Refugees and Citizenship Canada (IRCC) has conducted its first Express Entry draw under Canada’s newly appointed Immigration Minister, marking a continued commitment to selecting skilled immigrants through targeted invitations.

In this latest round, held on June 3, the IRCC issued 277 Invitations to Apply (ITAs) to candidates under the Provincial Nominee Program (PNP). To be considered, applicants needed to have a minimum Comprehensive Ranking System (CRS) score of 726 and must have created their Express Entry profile before 3:46 p.m. UTC on September 24, 2024.

This draw continues the federal government's trend in 2025 of prioritizing provincial nominees—immigrants selected to meet regional economic needs. It follows recent draws aimed at Canadian Experience Class (CEC) candidates and individuals with expertise in high-demand sectors like healthcare, social services, and education.

Express Entry in 2025: A Year in Numbers

As of this draw, Canada has issued a total of 34,717 ITAs through the Express Entry system in 2025. A breakdown of the draw types so far reveals the government’s strategic focus:

• Provincial Nominee Program (PNP): 9 draws

• Canadian Experience Class (CEC): 4 draws

• French-language proficiency: 3 draws

• Education: 1 draw

• Healthcare and social services: 1 draw
  

The highest CRS cut-off this year was 802 in the February 4 PNP draw, while the lowest was 379 for French-speaking candidates on March 21. The current draw’s CRS threshold of 726 reflects the competitiveness of the PNP category, which requires both nomination by a province and a strong overall profile.

Why CRS Matters

Canada relies on the Comprehensive Ranking System to ensure immigration benefits both newcomers and the broader economy. The CRS assesses candidates based on factors such as age, work experience, education, and language proficiency—characteristics that research shows lead to successful integration into the labour market.

A 2020 IRCC report reaffirmed the effectiveness of this system, finding that Express Entry immigrants tend to achieve strong employment outcomes, high earnings, and low unemployment rates.
