Canada's Home Care Worker Immigration Pilots: Who Can Apply and What's Open in 2025

If you are a caregiver aiming to live and work in Canada permanently, the Home Care Worker Immigration Pilots offer a pathway to apply for permanent residence. There are two types of caregiving jobs under this program:
Child Care Provider Pilot (NOC 44100)
Home Support Worker Pilot (NOC 44101)
These programs allow qualified applicants to immigrate while working or training as caregivers.
Which Streams Are Currently Closed?
As of July 2025:
Workers in Canada stream is full for 2025
Applicants not working in Canada stream is closed (expected to reopen later, date not announced)
At this time, new applications are not being accepted under either stream.
If you're interested in applying, you can prepare your documents and wait for the 2026 intake, which typically opens on March 31 each year.
Who Can Apply?
To qualify for the program when it reopens, you must:
Plan to live outside Quebec
Meet the minimum language level (CLB 4) in English or French
Have a Canadian high school diploma or equivalent
Have at least 6 months of recent, full-time work experience (or have completed relevant training within 2 years)
Get a genuine job offer from an eligible employer in Canada
Have enough funds to support yourself and your family (if applying from outside Canada)
Job Offer Requirements
Your job offer must:
Be for a full-time, permanent role (30 or more hours per week)
Match the correct NOC code (44100 or 44101)
Be from an eligible employer (private household or business providing care services — not a recruiter, embassy, or your family member)
Include a fair wage that meets or exceeds the local median wage as listed on Job Bank
Your employer must also complete the appropriate form (IMM 0267 for individual employers or IMM 0268 for businesses or non-profits).
What You Can Do Now
Even though the streams are currently closed, you can begin preparing:
Take your language test and get results that meet CLB 4 or higher
Get an Education Credential Assessment (ECA) if your education is from outside Canada
Look for a qualifying job offer
Gather proof of funds if applying from abroad
Organize your documents using the official checklists
When the program reopens, you will be ready to submit your application quickly.
