Canada Unveils Tech Talent Strategy at North America's Top Tech Conference.

June 27, 2023—Toronto—In an effort to drive innovation and support emerging technologies, Canada introduced its first-ever Tech Talent Strategy today at Collision 2023, North America's leading tech conference. The strategy aims to provide businesses in Canada with access to top talent that will fuel industry growth and secure the jobs of the future.
The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced a range of aggressive attraction measures as part of the Tech Talent Strategy. These measures include creating an open work permit stream for H-1B specialty occupation visa holders in the US to apply for Canadian work permits, along with study or work permit options for their accompanying family members.
Under the new strategy, an Innovation Stream will be introduced within the International Mobility Program to attract highly talented individuals. This includes the provision of employer-specific work permits for up to five years for workers employed by companies contributing to Canada's industrial innovation goals. Additionally, open work permits for up to five years will be available for highly skilled workers in select in-demand occupations.
To streamline the process, the service standard for work permits under the Global Skills Strategy will return to the previous 14-day timeframe. Canada will also actively promote itself as a destination for digital nomads, recognizing the growing trend of remote work in the tech industry.
Furthermore, the Tech Talent Strategy incorporates improvements to the Start-up Visa Program. The government has allocated more spots for this program in 2023, with additional increases planned for 2024 and 2025. Changes include the option for applicants to apply for work permits lasting up to three years instead of one year. Moreover, entrepreneurs can now apply for an open work permit rather than being limited to working exclusively for their own start-up. The expansion of the three-year open work permit to all members of the entrepreneurial team, rather than just those deemed essential, is another key enhancement. Priority will be given to applications supported by venture capital, angel investor groups, business incubators, and members of Canada's Tech Network.
