On March 25, 2025, the Government of Canada announced a significant change to its Express Entry system: candidates will no longer receive 50 or 200 Comprehensive Ranking System (CRS) points for having a qualifying job offer. While this may seem like a major shift, the reality is that job offers remain a powerful asset for anyone seeking Canadian permanent residency (PR).
Job Offers Remain a Key to Many Immigration Pathways
Even without direct CRS points under Express Entry, job offers are still essential for a variety of federal and provincial programs.
1. Provincial Nominee Programs (PNPs)
Canada’s provinces run over 80 immigration streams under PNPs, nearly half of which require job offers. These streams are designed to meet regional labor market needs, and a provincial nomination greatly boosts a candidate’s chances of becoming a permanent resident.
2. Atlantic Immigration Program (AIP)
Foreign workers looking to settle in New Brunswick, Nova Scotia, Prince Edward Island, or Newfoundland and Labrador can use AIP to apply for PR. A key requirement? A job offer from a designated employer, endorsed by the province.
3. Rural and Francophone Community Pilots
Both the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP), launched earlier this year, require job offers from designated employers. These programs aim to support regional development and bolster French-speaking populations in specific communities.
Job Offers as a Path to Canadian Work Experience
Though job offers no longer bring CRS points directly, they enable foreign nationals to gain Canadian work experience, a valuable asset under the CRS.
Candidates can earn up to 180 CRS points from Canadian work experience, both under Core/Human Capital and Skill Transferability factors.
Canadian Experience Class (CEC)
The CEC program, one of three managed under Express Entry, specifically requires at least one year of skilled Canadian work experience. IRCC has prioritized CEC draws in 2025, aligning with a shift away from general draws since April 2024.
