Express Entry Annual Report 2023: Canada Doubles Down on Invitations to Apply

Canada's Express Entry system saw a significant surge in Invitations to Apply (ITAs) in 2023, more than doubling the number issued in 2022. This remarkable increase, reaching 110,266 ITAs, marks a 136% jump from the previous year. The newly released Express Entry Year-End Report for 2023 highlights this and other key trends in Canadian immigration.

Who Received ITAs?

The report provides a detailed breakdown of ITA recipients, focusing on factors such as program, CRS scores, gender, occupation, country of residence and citizenship, education, and language proficiency.

Programs

  • The Canadian Experience Class (CEC) led the pack, with 40,052 ITAs issued.

  • The Provincial Nominee Program (PNP) followed with 26,445 ITAs.

  • The Federal Skilled Worker Program (FSWP) accounted for 17,898 ITAs.

  • A negligible number of ITAs (8) were issued under the Federal Skilled Trades Program (FSTP), likely due to the processing hierarchy favoring CEC invitations for candidates eligible for both.

Category-Based Selection

Introduced in June 2023, category-based selection draws targeted candidates based on occupation or language ability. These draws accounted for 23% of all ITAs issued in 2023.

CRS Scores

  • The average CRS score rose above 500 for all-program draws after the introduction of category-based selection.

  • Most CRS scores in the pool fell within the 300-550 range.

Gender

  • Men received the majority of ITAs (57%), while women received 43%.

  • This trend varied by program, with more men receiving ITAs under CEC and PNP, and more women under FSWP.

Occupation

  • Computer, tech, and finance occupations were prominent among ITA recipients.

  • Software engineers and designers were the most likely to receive an ITA, followed by software developers and programmers.

  • 48% of ITAs went to candidates in "other" occupations not specified in the report.

Country of Residence and Citizenship

  • Canada remained the top country of residence for ITA recipients, followed by India and Cameroon.

  • India was the leading source country by citizenship, followed by Nigeria and China.

Education and Language

  • Most ITAs went to candidates with post-secondary education.

  • The majority of candidates demonstrated strong language proficiency, with 78% having a CLB score between 7 and 9.
