Manitoba’s PNP Issues Invitations to Skilled Workers and International Students

On 26 June, the Manitoba Provincial Nominee Program (MPNP) conducted a new round of invitations, extending Letters of Advice to Apply (LAAs) to foreign nationals connected to the province. These invitations target individuals with the skills, education, and personal ties needed to effectively contribute to Manitoba’s workforce and integrate successfully into local communities.

International Education Stream

A significant share of invitations was issued under the International Education Stream (IES). The MPNP sent out 478 LAAs to candidates who met all program eligibility requirements and could declare a Manitoba supporter who is a close relative.

A Manitoba supporter, in this context, must:

  • Be a Canadian citizen or permanent resident

  • Reside in Manitoba for at least one year

  • Be related to the candidate (or their spouse) as a sibling, parent, niece/nephew, aunt/uncle, first cousin, or grandparent

Applicants invited through this draw are required to provide documentation confirming their relationship to their Manitoba supporter, along with evidence of the supporter’s established residence in the province. Manitoba supporters also need to submit a settlement plan with the candidate’s application, demonstrating their capacity to assist with successful settlement in the province.

The MPNP clarified that this targeted draw does not change the standard criteria of the International Education Stream.

Skilled Worker Streams

Alongside the IES invitations, the MPNP invited 14 candidates through its Skilled Worker Stream. These individuals had previously declared in their Expression of Interest profiles that they were invited under one of Manitoba’s strategic recruitment initiatives. A minimum score of 712 was required to receive an invitation in this round.
