Ontario, British Columbia, and Manitoba Actively Attract Skilled Immigrants Through Provincial Nominee Programs.

This week, the provinces of Ontario, British Columbia, and Manitoba demonstrated their ongoing commitment to attracting skilled foreign workers through the Provincial Nominee Program (PNP). Each province (except Nunavut and Quebec) operates its own PNP to select economic immigrants who will thrive in their local economies.


The PNP, established in 1998, aims to distribute the benefits of immigration across Canada rather than concentrating them in major urban hubs like Toronto or Vancouver. Provincial programs offer a pathway to permanent residence for candidates who meet specific eligibility criteria. These streams cater to diverse profiles, including international students, individuals with provincial job offers, and those with experience in in-demand occupations.

Provincial Nomination Activity (April 20-26)

  • Ontario: The Ontario Immigrant Nominee Program (OINP) targeted skilled trades occupations, issuing Expressions of Interest (EOIs) to 209 candidates in the Employer Job Offer: Foreign Worker Stream. The minimum score for this draw was 53.

  • British Columbia: The British Columbia Provincial Nominee Program (BC PNP) invited over 86 candidates across Skilled Worker and International Graduate streams, including those linked to Express Entry BC. The invitations spanned tech, healthcare, childcare, construction, and veterinary occupations, with minimum scores varying by the stream.

  • Manitoba: The Manitoba Provincial Nominee Program (MPNP) issued 327 invitations across three streams. Of these, 203 candidates with Manitoba post-secondary education were invited under the Skilled Worker in Manitoba stream (minimum score of 811). The International Education stream invited 66 candidates, and the Skilled Worker Overseas stream brought in 58 candidates through a strategic recruitment initiative (minimum score of 644).
