Record-Low CRS of 518: IRCC Issues 3,000 Invitations in Latest CEC Express Entry Draw

Immigration, Refugees and Citizenship Canada (IRCC) continues its robust pace of Express Entry draws, issuing 3,000 Invitations to Apply (ITAs) in the latest Canadian Experience Class (CEC) draw held on July 8, 2025.

Candidates invited in this draw were required to have a Comprehensive Ranking System (CRS) score of at least 518 and had to have created their Express Entry profiles before October 2, 2024, at 1:48 a.m. Universal Coordinated Time (UTC). This latest CRS cut-off score represents the lowest threshold seen in a CEC draw since September 2024, signaling an encouraging trend for Canadian work experience holders aspiring for permanent residency.

Express Entry Trends in 2025

With this latest round, IRCC has now issued a total of 45,201 ITAs in 2025. This year, draws have prominently featured Provincial Nominee Program (PNP) candidates, supplemented by rounds targeting Canadian Experience Class (CEC), French-language proficiency, Healthcare and Social Services, and Education category candidates.

A clear pattern has emerged since May, with draws alternating primarily between PNP and CEC categories every two weeks. This structured approach has contributed to gradually declining CRS thresholds, particularly benefiting candidates under the CEC category.
