Three Canadian Provinces Welcome Applicants with Latest PNP Draws.

In a pivotal development for immigration in Canada, three provinces—British Columbia (B.C.), Ontario, and Manitoba—have recently issued nominations under their Provincial Nomination Programs (PNPs), reflecting the continued vitality of these programs as a gateway for economic class immigrants.


Operated by all provinces in Canada, excluding Quebec and Nunavut, PNPs serve as a crucial pathway for skilled immigrants to settle and contribute to the regional economies that nominate them.


It is imperative to note that each province administers its own scoring system for assessing candidates under its PNPs, leading to notable variation in the results.


Provincial Nomination Results (January 19th – 26th)

British Columbia (B.C.) Draws

On January 23rd, British Columbia welcomed immigration candidates through six diverse streams of the B.C Provincial Nominee Program (BCPNP), issuing a total of at least 216 Invitations to Apply (ITAs).


General draws encompassed the Skilled Worker, Skilled Worker—Express Entry British Columbia (EEBC) option, International Graduate, and International Graduate EEBC option streams. All these draws required candidates to meet a minimum score of 120. Another general draw under the Entry-Level and Semi-Skilled stream invited candidates with a minimum score of 98, cumulatively resulting in 79 ITAs.


Moreover, B.C. conducted targeted draws under its Skilled Worker, International Graduate (including EEBC option) stream, focusing on candidates with work experience in four professional categories: Childcare (66 ITAs), Construction (34 ITAs), Healthcare (36 ITAs), and Veterinary care (<5 ITAs). The minimum score for candidates to be considered in these draws was 60, with the Construction category setting a higher threshold at 75.


Manitoba Notifications of Interest (NOIs)

On January 25th, Manitoba issued Notifications of Interest (NOIs) across three distinct streams. From the Skilled Worker in Manitoba stream, the MPNP issued 156 NOIs to candidates with a minimum score of 772. Consideration was given to candidates who completed their post-secondary education in Manitoba.


The International Education Stream saw 78 immigration candidates invited, with no specified cut-off immigration score provided. Through the Skilled Worker Overseas stream, the MPNP issued 41 NOIs to candidates with a minimum score of 713. Among the total 275 NOIs issued this week, 29 were extended to candidates with an Express Entry profile.


Ontario Draws

The Ontario PNP (OINP) orchestrated two separate draws. On January 19th, the province invited 1,654 candidates through its Employer Job Offer Foreign Worker stream, requiring a minimum score of 50. On January 24th, 12 targeted invitations were issued under the same stream to candidates eligible for the federal Economic Mobility Pathways Project.


The Economic Mobility Pathways Project addresses skilled refugees, facilitating their immigration to Canada through existing economic pathways, and concurrently provides employers with a new pool of qualified candidates for job openings.


On January 24th, Ontario also invited candidates in two additional separate draws, under the Masters Graduate and PhD Graduate streams. Master's Graduate stream candidates were considered with a score of 50 or above, while PhD Graduate stream candidates needed a minimum score of 45. Ontario has not disclosed the exact number of candidates receiving ITAs in these draws.


Finally, on January 19th, the OINP announced that it had reached its nomination allocation for 2023, having issued 16,500 nominations (or ITAs) across all streams in the past year.


The Growing Importance of the PNP

While currently holding a lower allocation in the immigration levels plan (2024-2026), the PNP is slated to become Canada’s primary economic pathway for immigrants, commencing in 2025. With an annual allocation surpassing 110,000, PNPs collectively already constitute more than a fifth of all annual immigrant allocations across Canada.
