Canada to Launch Fast-Track Pathway for H-1B Visa Holders: A New Push to Attract Global Talent

Canada is doubling down on its efforts to attract top international talent with a series of bold new measures announced in the 2025 federal budget — including a fast-track immigration pathway for H-1B visa holders from the United States.

The plan is part of a broader strategy to strengthen Canada’s innovation ecosystem, tackle labour shortages, and draw skilled workers in healthcare, research, and high-tech industries.

A New, Accelerated Pathway for H-1B Holders

One of the standout announcements is an accelerated immigration pathway specifically for H-1B visa holders — many of whom are highly skilled professionals working in the U.S. tech sector.

The initiative comes amid recent changes to U.S. immigration fees and regulations that have made it harder for international workers to remain south of the border. By offering a streamlined alternative, Canada hopes to position itself as a top destination for displaced or ambitious global talent.

As the budget puts it, the goal is to “strengthen Canada’s innovation ecosystem, address labour shortages, and attract top talent in healthcare, research, advanced industries, and other key sectors.”

This aligns closely with recent remarks by Mark Carney, who has emphasized the importance of attracting global tech and research talent to fuel Canada’s economic growth.

Launching the International Talent Attraction Strategy

Another major highlight is the launch of an International Talent Attraction Strategy and Action Plan — a one-time initiative aimed at recruiting more than 1,000 world-class researchers to Canada.

The government is planning a $1.7 billion investment in measures to support international research and innovation, including:

• $1 billion over 13 years to launch an accelerated Research Chairs Initiative at Canadian universities.

• $400 million over seven years for the Canada Foundation for Innovation to equip new researchers with cutting-edge tools and facilities.

• $133.6 million over three years to help top international PhD students and post-doctoral fellows relocate to Canada.

• $120 million over 12 years to help universities recruit assistant professors from abroad.

More details on these programs are expected to roll out in the coming weeks.

Faster Foreign Credential Recognition

Recognizing that attracting talent is only half the battle, the federal government also plans to make it easier for newcomers to work in their trained professions.

Budget 2025 proposes $97 million over five years to establish a new Foreign Credential Recognition Action Fund through Employment and Social Development Canada (ESDC).

This fund will focus on helping provinces and territories speed up the recognition of international qualifications — especially in health care and construction, two sectors facing acute labour shortages.

Funding will be drawn from existing departmental resources, ensuring faster implementation without major new spending.
