Canada to Launch New Permanent Immigration Pathway in 2025, Building on Success

Ottawa, June 2025 — Canada is set to unveil a brand-new pathway to permanent residence (PR) in 2025, following the remarkable success of the Economic Mobility Pathways Pilot (EMPP), according to the latest Departmental Plan from Immigration, Refugees and Citizenship Canada (IRCC).
The new program, designed to support skilled refugees and displaced persons, will transition the EMPP from a temporary pilot to a permanent fixture in Canada’s immigration landscape. Full program details, including eligibility criteria and application processes, are expected to be announced later this year.
What is the EMPP?
Launched in 2018, the EMPP has opened doors for skilled refugees and displaced individuals to move to Canada through economic immigration programs, offering them the chance to fill critical labour shortages and begin new lives. Since inception, nearly 1,000 newcomers have arrived under this innovative initiative, bringing diverse talents and experience to Canadian communities.
Applicants to the EMPP must provide proof of their refugee or displaced status, such as documentation from IRCC-approved partners, and apply from outside Canada. The pilot currently includes both federal and regional streams, with regional options operating through the Atlantic Immigration Program (AIP) and Provincial Nominee Program (PNP).
Current Federal EMPP Streams
The federal EMPP features two main streams, each with an annual intake cap:
Job Offer Stream: For candidates with a full-time Canadian job offer, one year of relevant work experience, and who meet education and language requirements tied to the job’s skill level (TEER category).
No Job Offer Stream: For skilled individuals without a job offer, provided they have at least one year of recent high-skilled work experience, a high school diploma or equivalent, and meet language benchmarks. (Note: This stream is currently closed.)
Both streams require applicants to show proof of settlement funds and meet other standard eligibility requirements.
Regional EMPP Options
Candidates can also pursue PR through provincial or Atlantic programs, which typically require a Canadian job offer, language proficiency, and relevant experience or education. Some regional streams waive certain requirements and offer additional supports, such as loans for settlement funds.
Enhanced Support and Waived Fees
The EMPP provides extra support to applicants and their families, including waived application and biometric fees, free medical exams, and settlement assistance. Travel costs and right of permanent residence fees are also covered, removing significant financial barriers for successful candidates.
A Shift from Pilot to Permanent
Immigration pilots in Canada are time-limited, usually running for up to five years to test new approaches before possible adoption as full programs. The EMPP is set to end as a pilot on December 31, 2025, but its transition to a permanent pathway signals Canada’s continued commitment to welcoming refugees and displaced talent through economic immigration.
