Canada Updates Income Requirements for Parents and Grandparents Program (PGP)

Immigration, Refugees and Citizenship Canada (IRCC) has announced new minimum income requirements for sponsoring parents and grandparents for permanent residency in 2025.

Canadian citizens and permanent residents must show they earned at least $47,549 in 2024 to be eligible to sponsor a relative. This is an increase of about $3,000 compared to the previous year.

How much income do you need?

To sponsor parents or grandparents under the PGP, you must meet the income requirement for the three tax years before your application date.

For the 2025 intake, the required income levels for 2024, 2023, and 2022 are as follows:

Tip: You can combine your income with a spouse or common-law partner who is co-signing the application.

How do you calculate family size?

When calculating family size, you must include everyone you are financially responsible for, not just the people you are sponsoring. This includes:

Yourself
Your spouse or common-law partner
All dependent children (yours and your spouse’s)
Anyone you or your co-signer have sponsored in the past (and their dependents)
The people you want to sponsor (parents or grandparents and their dependents)

You must count these individuals for all three tax years, even if some of them aren’t coming to Canada or are already Canadian citizens or permanent residents.

Who can apply for the PGP in 2025?

The government will begin sending invitations to apply for the PGP starting July 28, 2025. A total of 17,860 invitations will be issued over two weeks, aiming to approve 10,000 applications.

Only those who submitted an interest to sponsor form in 2020 will receive invitations this year.

The PGP is a family reunification program that allows eligible Canadians and permanent residents to sponsor their parents and grandparents for permanent residency.
