Healthcare Workers Receive Thousands of ITAs for Permanent Residency, With Lowest CRS Cut-Off of 2025

Immigration, Refugees and Citizenship Canada (IRCC) has issued a new round of invitations through the Express Entry system—this time delivering a major boost to healthcare and social services professionals seeking permanent residency.

In its latest category-based selection draw, IRCC invited 3,500 candidates working in Healthcare and social services occupations to apply for permanent residence. This draw continues Canada’s push to prioritise essential workers in critical sectors, reinforcing the country’s long-term strategy to strengthen its healthcare workforce.

Lowest CRS Cut-Off for the Healthcare Category in 2025

To receive an Invitation to Apply (ITA) in this round, candidates were required to have:

A minimum Comprehensive Ranking System (CRS) score of 462, and
An Express Entry profile created before 10:19 p.m. UTC on December 2, 2024.

The CRS score of 462 marks the lowest cut-off in any Healthcare and social services category draw this year, signalling increased accessibility for professionals in this occupation group.

Sixth Healthcare Draw of the Year

This round represents the sixth Healthcare and social services occupation draw in 2025, further highlighting IRCC’s strong focus on attracting talent from these fields. With growing demands in hospitals, long-term care homes, community services and allied health professions, the sector remains one of Canada’s top immigration priorities.

So far in 2025, Healthcare category candidates have received 13,292 ITAs, making them the third-largest recipient group among all Express Entry categories. Only a small number of occupational groups have received more invitations.

Part of a Busy November for Express Entry

This Healthcare draw is the third Express Entry invitation round in November. It follows:

A Canadian Experience Class (CEC) draw held on November 12,
A Provincial Nominee Program (PNP) draw on November 10, and
A French-language proficiency draw on October 29.

These back-to-back rounds reflect IRCC’s effort to meet year-end immigration targets while ensuring Canada continues to attract skilled talent in areas of national importance.

Express Entry ITA Count Reaches 85,723 in 2025
