Canada’s provinces are constantly looking for skilled workers, and they use the Provincial Nominee Program (PNP) to invite candidates with occupations that match their local labour needs.
If you are employed in an in-demand sector or you already hold a job offer in that field, your probability of receiving a provincial nomination increases sharply. Many provinces regularly select candidates directly from the Express Entry pool under their Express Entry-aligned (enhanced) streams.
Why does this matter?
A provincial nomination gives you:
✔ 600 CRS points added to your Express Entry profile✔ A much higher chance of receiving an Invitation to Apply (ITA)✔ Faster and priority processing
That’s why choosing the right occupation matters more than ever.
Which Industries Are Provinces Targeting in 2025?
Every province follows its own labour market strategy, but some sectors are consistently in demand:healthcare, construction, childcare, technology, and trades.
The table below gives a clear snapshot of which sectors are being prioritized by each province and territory.

Canada Uses the NOC System to Decide Occupation Eligibility
Canada classifies jobs under the National Occupational Classification (NOC) using six TEER levels (0–5). Higher TEER means greater skills, training, and responsibility. Most Express Entry streams target TEER 0–3 occupations.
