The U.S. EB-5 Immigrant Investor Program has long been one of the most sought-after routes for global investors dreaming of American residency. By investing in U.S. businesses and creating American jobs, thousands of investors have earned Green Cards for themselves and their families. But a new announcement from the Trump administration has stirred the pot — and potentially the future of the EB-5 program.

The “Gold Card” Proposal

President Donald Trump recently unveiled the “U.S. Gold Card”, a new immigration pathway that promises permanent residency and a route to citizenship — for a hefty $5 million price tag. Unlike the EB-5 program, the Gold Card doesn’t require job creation or investment in U.S. enterprises. Instead, it’s a straightforward “pay-for-residency” offer, open to wealthy individuals and even companies that want to sponsor key employees.

The plan aims to replace the EB-5 program within weeks — without congressional approval — raising eyebrows across the immigration and business communities.

Can the EB-5 Really Be Replaced?

Experts say not so fast. U.S. immigration laws are controlled by Congress, not the White House, and shutting down EB-5 outright would require new legislation. Still, the announcement has injected uncertainty into the market and forced investors to watch developments closely.

There’s also a chance that both programs could coexist — the EB-5 as a traditional, job-creating investment route, and the Gold Card as an ultra-premium, donation-style alternative for ultra-wealthy individuals.

The EB-5 at a Glance

Established in 1990, the EB-5 program was designed to stimulate the U.S. economy through foreign investment and job creation. Investors must contribute $1.05 million, or $800,000 in targeted employment or infrastructure projects, and create at least 10 full-time American jobs.

Many investors participate through Regional Centers, which pool funds into large-scale developments such as real estate or renewable energy projects.

The EB-5 program was reauthorized in 2022 and remains valid through 2027. Investors who apply before September 2026 are protected even if future reforms or pauses occur.

Why It Still Matters

Despite the Gold Card buzz, EB-5 remains a strong option, especially for investors from high-demand countries like China and India, where other U.S. visa routes are heavily backlogged. Once an EB-5 petition is filed, it is generally “grandfathered” — meaning future program changes won’t affect those applications.

What’s Next?

While Trump’s “Gold Card” proposal aims to attract ultra-high-net-worth individuals, it’s not yet clear if it will actually replace EB-5 or simply run alongside it. Immigration experts expect legal challenges and political debate before any real transition happens.

For now, EB-5 remains alive, active, and one of the most structured investment immigration routes in the world. But with the U.S. considering new models to attract global capital, the coming months could redefine what it means to “invest in America.”
